Onitsha Eastern Nigeria, Sunday, 20th June 2021:

Governors Hope Uzodimma of Imo State and David Umahi of Ebonyi State as elected public office holders are the two principal entrants in the latest list of War and Humanity Crimes perpetrators in the ongoing genocidal military and police operations in Eastern Nigeria. Governor Nyesom Wike of Rivers State did not make the present list but made it in the list of perpetrators involved in the Obigbo Army massacre and abductions of October/November 2020. Though Abia State accounts for the second largest number of casualties and destroyed or burnt properties perpetrated by security forces, but Intersociety did not find sufficient evidence linking its Governor, Victor Ikpeazu to the conduct atrocities. Governor David Umahi is included for vicariously being in the know and encouraging the atrocity crimes by his policies and utterances especially in his capacity as the Chairman of the Southeast Governors Forum.

It must be placed on record that the controversial emergence of the Imo Governor following the January 2020 shameful judgment of the Supreme Court of Nigeria, is the root cause of the ongoing mayhem in the State which started in the middle of January 2021 and has escalated to eight others States of Abia, Rivers, Akwa Ibom, Cross River, Anambra, Ebonyi, Enugu and Delta. Since then, investigative evidence at our disposal has clearly shown that the Imo Governor has, by policies, conducts and utterances, inescapably aided and abetted the butcheries and property burning and destruction targeted at and unleashed on innocent and defenseless citizens of the State. Intersociety had blacklisted the serving Justices of the Supreme Court and the Court of Appeal and resolved not to add “Lordship/Honorable” in their official titles until further notice.

In our investigative findings, all the top commanders of the Nigerian Army in Imo, Abia, Rivers, Akwa Ibom, Enugu, Ebonyi, Anambra, Cross River and Delta States are included and they include: Major Gen Toareed Lagbaja, GOC, 82 Division, Enugu, Major Gen Sani Gambo Mohammed, GOC, 6 Division, Port Harcourt, Brig Gen GS Mohammed, Commander, 82 Division Finance Corps, Enugu, Brig Gen A. Idris, Brigade Commander, 63 Brigade, Asaba, Brigadier Gen Raymond Utsaha, Brigade Commander, 34 Brigade, Obinze near Owerri, Brig Gen M. Ibrahim, Brigade Commander, 14 Brigade, Ohafia, Abia State, Brig Gen M.A. Abdullahi, Brigade Commander, 13 Brigade, Calabar, Col Abdulsalam Abubakar Sambo, Cantonment Commandant, 302 Artillery Regiment, Onitsha, Lt Col O. Sadiq, Commanding Officer, 24 Army Support Engineering, Abakiliki, Lt Col Yusuf Salisu, immediate past Commanding Officer, 103 Battalion, Awkunanaw, Enugu, Lt Col Charles Ekeocha, Spokesman, 6 Division, Port Harcourt, Major Ahmed, Commanding Officer, Onitsha Cantonment Military Police.

Other Army commanders in the Region accountable for the butcheries and property destruction and burning are the present Commanders of 2 Brigade, Uyo, 6 Division Garrison, 56 Signals and 46 Engineers Brigades, Port Harcourt and the 82 Division Garrison Brigade and its 44 Engineers and 54 Signals Brigades, Enugu as well as Commanding Officers of 144 Battalion, Asa/Aba in Abia State, 343 Battalion, Elele in Rivers State, 130 Battalion and 341 Artillery Regiment, Ogoja in Cross River State and other commanders/commanding officers of the affiliated formations, units and sectors including the Military Police formations under 82 Division, Enugu and 6 Division, Port Harcourt. Included are Spokespersons of 82 and 6 Divisions as well as spokespersons of 34 Brigade, Obinze and 14 Brigade, Ohafia. Other military commanders involved are Navy Commodore SH Abdullahi, Commander, and Nigerian Navy School of Finance & Logistics, Owerrenta, Abia State and Commanding Officers of 211 Regiment of the Nigerian Air Force, Owerri and Nigerian Naval Base in Ogbaru, Anambra State. The AIG, Zone 9, Umuahia, Ene Okon, Abia CP, Janet Agbede and Imo CP, Abutu Yaro and their Commands’ DCPs/ACPs for Operations and Criminal Investigations Departments and PPROs, SP Geoffrey Ogbonna and SP Bala Elkan and DCP Abba Kyari and his “Intelligence Response Team” are added in the list of conduct atrocity crimes perpetrators.

It is settled and beyond argumentation that “when crimes, especially those of grievous nature are perpetrated but not investigated, documented and archived with their perpetrators identified in writing, it is not only that no crimes have been committed in the eyes of criminal law and records but also failure to investigate, document and archive such heinous crimes technically set the perpetrators free for the rest of their lives and earn the status of repeat=offenders. But when reverse is the case, the perpetrators become persona non gratae and liable in law, diplomatic and other noble social circles for the rest of their lives and life after death”.

By updated account of 17th June of our extensive investigations since late January 2021: “in 167 days of 2021 or 1st January to 17th June, the Nigerian security forces especially Army and Police abducted or arrested and incarcerated no fewer than 2,560 mostly innocent and law abiding citizens of Igbo Christian extraction across the named nine States; that not less than 510 others were traceably killed including 150 victims of the State backed Jihadist Fulani Herdsmen killings; that out of the over 2560 abductees or arrestees, 620 were disappeared or feared killed in the captivity of the military; that over 90% of the victims of the above conduct atrocities are innocent citizens falsely labeled and criminally stigmatized; that over 90% of Police and Military claims of “killing” or “arresting” ESN/IPOB hoodlums/terrorists/supporters/charms provider-native doctors” are false and unfounded; that 14 out of every 15 citizens killed are innocent and defenseless; likewise 24 out of every 25 arrested; that 59 out of every 60 abducted and disappeared by soldiers are not most likely to return to their homes or families alive and that out of over 360 victims of the military and police killings, less than 10% of them were combatively involved, out of which 60% were killed outside the law or ought not to have been shot and killed on account of being nonviolent at the time of their shooting and killing; and in other words, they are victims of deadly use of force”.

The Nigerian Defense Headquarters which coordinates the operations of the Armed Forces in the named nine States had also on 17th June 2021, issued a statement admitting “killing scores of IPOB/ESN members” in the past two weeks. By Sections 33 and 36 of the Nigeria’s 1999 Constitution and relevant others contained in the African Rights Charter and International Covenant on Civil and Political Rights, security operatives are forbidden from killing or fatally wounding any citizen suspected of having committed a crime or about to commit the same irrespective of the crime’s gravity who is arrested unarmed or nonviolently; or killing or fatally wounding of such citizen in custody after he or she was arrested unarmed and taken into custody. Section 36 (5) also presumes the citizen innocent until judicially found guilty. This further means that ‘investigative indictment’ is never a license to shoot and kill ‘ the citizen or terminally dismembering his or her in parts or in whole body. Section 35 of the same Constitution and its African Charter and ICCPR counterparts also guarantee every accused and arrested or detained citizen the right to be brought and tried in Court within stipulated timeframe and Section 42 forbids discrimination against any citizen on the grounds of his or her place of birth, ethnicity, gender, religion and class.

The Nigerian security forces and their commanders listed above and deployed especially in Imo and Abia States have in addition to heinous constitutional and other treaty law breaches above highlighted also egregiously committed War Crimes and Crimes against Humanity, clearly defined and outlined in Articles 7 and 8 of the Rome Statute of the International Criminal Court of 1998, signed and ratified by Nigeria on 27th September 2001. Intersociety hereby respectfully states that pending the time appropriate for international committal proceedings against the principal perpetrators and their subordinates at appropriate trial chambers, the EU, USA, Canada, UK, Scotland, Mexico, South Korea, Brazil, New Zealand, Australia and respected intergovernmental, nongovernmental and human rights compliant multinational corporations and institutions, etc are called upon to internationally, diplomatically and sanctionably take note of the above named conduct atrocity perpetrators.

You Don’t Have Enough Money To Bankroll Us—IPOB Berates Hope Uzodinma Over Alleged N500m |The Republican News

Nnamdi Kanu, leader of the Indigenous People of Biafra (IPOB) on Sunday dismissed claims that Rochas Okorocha, Imo West Senator, gave the group N500 million.

Kanu insisted that IPOB has never received any cash donation or financial assistance from Owelle Rochas Okorocha.

There are reports that the Imo State Governor, Hope Uzodinma had accused Okorocha of donating the huge sum to the seperatist group.

However, Kanu, in a statement by IPOB’s spokesman, Emma Powerful stressed that both Uzodinma and Okorocha can not bankroll the group.

A statement by Powerful reads: “The attention of the Indigenous People of Biafra (IPOB) under the global command of great leader Mazi Nnamdi Kanu, has been drawn to the ridiculous claims by the Supreme Court Administrator of Imo State, Hopeless Uzodima, that former Governor of the state Rochas Okorocha gave N500 million to IPOB.

“We, therefore, wish to clarify that we never received any financial payment, donation or gift from Okorocha.We have nothing to do with Owelle Rochas Okorocha

“The truth remains that Okorocha  cannot bankroll IPOB. Frankly speaking he doesn’t have the financial power to bankroll the largest mass movement in the world.

Hope Uzodinm should better fight his battle with Okorocha and leave IPOB out of his fight and battle with Okorocha.  Hope Uzodinma is not good enough to receive our attention.”

Meanwhile, Okorocha had denied donating N500million to IPOB while he was the governor of the state.

The Senator had said the Uzodinma’s administration was rattled by his recent television interview, where he explained how he managed IPOB during his tenure as governor.

He said, the recent attack on the Governor’s properties by the unknown gunmen is a prophecy coming through against the leaders. “This was prophesied here four years ago and it came again early this year. How can you be treating our young graduates the way you do and think they will be happy for you? Hope Uzodinma has gotten everything wrong and what has befallen him is a sign of bad leadership. The catholic priest who dished out the statements during the Holy mass homily, which he tagged “the good shepherd stressed that the Imo State Governor lacked a good adviser and should try as much as he can to retrace his wrong step. “Hope came here for prayers to become the governor of Imo, I do not know who he is before and not to talk of giving me money. Before God and man Hope did not give me a dime to pray for him and I don’t collect money before I pray for anybody because, my anointing cannot be merchandise. No one can buy it. It is the gift of the holyspirit. I asked Hope to lay his hand upon the Holy Bible on the sanctuary and make a convanant that he will take good care of the Imo people which he did, but after he became the governor, Hope has never called me on phone and refused to pick up my calls as well. If he had been calling or answering my calls, I would have advised him when he was going wrong. He added.

Mbaka stressed that, after he had prayed for Hope and he became the governor, he directed him to contact one of the Catholic priest in Owerri and make him his spiritual adviser, but he paid a deaf ears and keep putting the lives of those he was meant to govern at risk. “How can you be killing your people and think they will be happy for you?

“I heared all the governors of the southeast went to Imo to hover arround the destroyed properties of the governor. That is not the solution because more is still coming and it is not going to be in Imo alone but nation. Build industries and get our youths engaged as soon as posdible or your lives are in danger. He warned.

He further advised the imolites to start packing their belongings out of the state and find a safety place to stay for a while because more havoc and unpleasant things are still going to happen in the state. “Hope has failed the imo citizens and now he is getting what he deserves, he think he will cheat the Holy spirit here. No, it is a matter of time and he wiil fight for himself and the time is now. Imagine, Hope could not return to the altar that made him a governor to kneel and thank the Holyspirit. I do not ask him to give me money because I have enough. There is no amount of money I will need today that the holyspirit cannot provide for me. He exhausted.

The Imo State Police Command on Saturday confirmed that the Imo State Governor’s House at his (Hope Uzodinma) hometown, Omuma in Oru East local government area of the state, was attacked with a petrol bomb but that the hoodlums did not succeed in burning the house, only vehicles were damaged.

According to the State Police Public Relations Officer, PPRO, Orlando Ikeokwo, disclosed this to newsmen in Owerri, while reacting to the governor’s house attack.

The hoodlums,  he said, were successfully repelled by security operatives. However, he confirmed that the hoodlums killed an officer of the Nigeria Security and Civil Defence Corps, NSCDC, during the attack.

He further said that as the hoodlums were trying to escape that they killed two security operatives at Mgbidi Junction, one a police Sergent and another NSCDC, officer.

He said: “Yes, I can confirm the story, the hoodlums attacked the Governor’s House by throwing in Petrol bomb as a result of which two cars were burnt, but they were successfully reppelled.

“And none of the buildings was set ablaze, however, one unarmed personnel of the NSCDC was killed in the process, the hoodlums while escaping also killed a Police Sergeant and another NSCDC personnel both in there private vehicles at Mgbidi junction.”

The Imo State governor’s house has been allegedly set ablaze by angry Imo youths after killings by joint operation by DSS and Nigerian soldiers in Awo-Omamma in Oru East LGA.

The town, Awo-Omamma is just few kilometres away from the Gov. Hope Uzodinma’s own hometown, Omuma, which is also the headquarters of their Local Government Area, known as Oru East LGA.

Last night and throughout the night the combined contingent of DSS and soldiers invaded a village known as Umuokwe in Awo-Omamma in search of a youth known as Ikonso, who is allegedly a member of IPOB.

The DSS and soldiers went to the house of the alleged IPOB member and found him absent but they turned on his family members and killed allegedly five of them and burnt two bodies and took others with them.

Eye witness who spoke to The Republican News said that the sound of gunshots covered the entire night in Awo-Omamma  and made people wonder what war is going on in their peaceful town.

The eyewitness said that after the killings at the house of Mr Ikonso, the DSS and soldiers killed some more youths on their way out which he gave The Republican News some of the videos to back up his account of the ugly incident.

According to the eyewitnesses early this morning ESN operatives arrived and gave the DSS and soldiers a hot pursuit.

After this incident, the youths of Awo-Omamma and Orlu said that since the governor has ordered for deaths and burning of houses of the citizens that they should give him a taste of his own pill. This was when the youths marched to Governor’s House in Orlu and set it ablaze.

As the time of this report, the house is on fire before the fire service personnel arrived with soldiers and other security agencies to bring the fire under control. The house is still smouldering as at the time of this report.

The once peaceful Imo state has now descended into a war zone under the stewardship of Governor Hope Uzodinma, which many now say that it is a bad omen. Some bystander said that Imo state has never had this bad until the coming of Sen. Hope Uzodinma, whose home town is just a stone throw from the said Umuokwe Awo-Omamma where this incident took place.

The publisher of Nigeria Watchdog Newspaper, Comrade Precious Nwadike, yesterday escaped death by a whisker in the hands of Gov Uzodinma’s younger brother, Uche Uzodinma, and his tribe of thugs. Nwadike, who was pummeled and left half-dead, was resuscitated and taken to hospital through the help of passersby who picked him up as he lay beside his car.

Recall that Nigeria Watchdog Newspaper has been unbiased in its assessment of the Uzodinma administration, which most Imo residents describe as a total failure.

When he could mutter some explanations while bedridden, Nwadike said, “I had visited National Identity management office, which is located along Port-Harcourt Road, by Eberelinks fuel station to enroll for National Identity Number. Upon arrival to the office, I was given a form and referred to OCDA office( still at Port-Harcourt Road) for data capturing. Knowing that it was already getting late, I pleaded with the lady to accompany me to OCDA so she could make case for me and she obliged me.

“The lady and one other woman who came for the enrollment got into the vehicle and we drove to OCDA.On getting to OCDA office, a man hit on our car bonnet and asked us to reverse. At first, I thought it was one of those thugs around OCDA office. It was when the other person who was flanked by two policemen instructed us to reverse the vehicle, introducing himself as the contractor of the Port-Harcourt Road project, that I realized that they were renovating the road and I obeyed even when I didn’t know their reason for ordering us back.It was later discovered that the said contractor is actually Senator Hope Uzodinma’s brother, Mr Uche Uzodinma. While I tried to park, the same man began to deride me, describing our vehicle as rickety, threatening to deal mercilessly with us if we wait any further.”

He continued, “We eventually parked across OCDA and attempted to cross over the other lane, when the same man who threatened to deal with us held me back and started beating me. Thereafter, he ordered some thugs who were with him to deal with me. He stood by to watch his thugs beat me to stupor. I lost consciousness when one of them hit me on the back of my neck.

“It took the intervention of two aides of Engr. Ikpamezie, the MD of OCDA, to prevent them from killing me. The OCDA boss upon sighting me shouted my name. Mr Uche Uzodinma entered his black Hilux Toyota Hilux and zoomed off with his convoy loaded with stern-looking men. I could not move any further. I fell down,” he narrated.

Nwadike has this morning been flown to Lagos for proper medical attention.

When Gov Hope Uzodinma finally addressed Imo people Monday, he informed them that he got reports about the activities of militants in Orlu in the afternoon of that same day. In order to arrest the situation, according to him, a curfew became inevitable in the area. He therefore went ahead to impose a dusk to dawn curfew in ten out of the twelve local government areas that make up Orlu zone.

It is pressing to quickly point out two major shortcomings in the governor’s reaction, and indeed use them as a point of departure in understanding the Orlu situation. First, the governor said he heard about the conflagration on Monday. Meanwhile, for over two weeks, most members of some communities in Orlu, particularly Umutanze, have slept in the bushes during the nights, instead of their homes. Similarly, the overt escalation of hostilities, especially in Okporo community which the governor said he got to know on Monday, actually began in the early hours of Friday, the previous week.

Second, by describing the Orlu situation as militancy, the governor might have unknowingly created a new, wrong narrative that would culminate in the profiling of adult males in Orlu as simple militants. Terrorism, militancy, insurrection and freedom-fighting are all different concepts in political science, and one cannot be confused with the other. So, it is possible the governor does not get his daily security briefings or that he does not act on them.

What are the issues? For a long time, the Leader of the Indigenous People of Biafra, Nnamdi Kanu has consistently told his listeners that a provision for settlement has been made in Orlu forests for Fulani herdsmen. He has also continued to allege that just as Orji Uzor Kalu did at Lokpanta in Umunneochi area of Abia state, Uzodinma has toed a similar path by allegedly giving the herdsmen a settlement in Orlu. Even though this claim has every likelihood to be false, for credible sources from Orlu have been unable to corroborate it, the Government of Imo State has been rather complacent to challenge such ostensible misinformation.

With the belief, or impression, or even delusion that Orlu might serve as a hub of the controversial RUGA program, Nnamdi Kanu reportedly deployed his newly launched Eastern Security Network (ESN) to the bushes and forests around Orlu to dislodge the herdsmen. In one of his broadcasts, Kanu boasted that he was crushing the herdsmen, and said he would not reveal further details about the triumphs of his men in the forests. The stage was set for violence.

A few weeks ago, a police vehicle was attacked by men of the ESN in Orlu. The attackers did a video of the scene, showing the vehicle they had captured. First, they queried the rationale for police to move into the bush to disturb them, and wondered why the police, which they alleged have not confronted the killer herdsmen, would choose to go after them (the ESN) in the bush.

Days later, reports of further clashes between security agents and men of the ESN began to ooze out up until last Friday that soldiers were reported to be in Orlu in search of the corpse of one of their allegedly fallen colleagues. A Sabbath Church in Okporo-Orlu which is said to serve as sanctuary for members of the IPOB and ESN was invaded and some persons reportedly arrested. Also, some buildings belonging to MASSOB were also razed. There was pandemonium. Security agents were shooting everywhere. People scampered for safety.

On Monday, early though, the increasing presence of security agents in Orlu suggested both restoration of security and looming tension. The latter became the case in mid morning when a convoy of vehicles conveying members of the ESN arrived and engaged the security agents in a gun battle. Casualties were recorded. The security agents pulled back. But before then, a fire had razed the Hausa quarters behind the Stadium, with unidentified corpses seen in its wake. Heavy shootings continued afterwards. Stray bullets got innocents, and some dropped dead. Reinforcements continued on both sides until the governor slammed a dusk to dawn curfew.

So, it is important for the government to engage the Orlu situation in a sustainable manner. Curfew, as a temporary measure to defuse tension, may be effective. But it cannot be sustained. First, the situation was never spontaneous. It was never militancy. It built up over the months. There was never some threat analysis by the government in the aftermath of the launch of the ESN. Intelligence failure was glaring. And the misinformation about RUGA in Orlu was never tackled. Before engaging the ESN in a battle in the bush, our security agencies should have been more circumspect. Trained in conventional warfare, they should have known that guerilla warfare which the ESN has adopted is never easily won, and in the end unarmed civilians pay more with their lives.

We’ll hold Gov. Uzodinma responsible for lives lost in Orlu

The Engr. Chidi Ibeh-led faction of Ohanaeze Ndigbo has said Ndigbo will hold Governor Hope Uzodinma accountable and responsible for any life lost in Imo State under any guise following the clash between the Indigenous People of Biafra, IPOB’s Eastern Security Network, ESN, and the Nigerian military.

At least one person was confirmed dead when the ESN and soldiers clashed in Orlu, Imo State on Monday.

The clash was said to have occurred during a military operation in the community suspected to be the operational base of ESN.

ESN is a regional security outfit recently launched by Nnamdi Kanu, leader of the Indigenous People of Biafra, IPOB.

And the Ibeh-led Ohanaeze Ndigbo faction said it has launched investigations into the clash, insisting that the loss of lives and property were unnecessary.

Ohanaeze Ndigbo said that the Governor must ensure that normalcy is immediately restored in Orlu and its environs, adding that Ndigbo are peaceful people and must not be provoked.

In its statement signed by Kalu Mkpa Uduma, Media Adviser to the factions Secretary General, it said there are proofs that property worth billions of Naira were destroyed “and we call for truce and settlements of those that lost their lives and properties in the clash.”

“We believe in advancement of igbo genuine courses in Nigeria. We have the mandate of igbos to engage Nigeria authorities on the grievances of Igbo youths,” the faction added.

The group said the remote cause of Biafra agitation must be addressed, insisting that dialogue remains the global asset of settling disputes.

“We urge President Muhammadu Buhari to take appropriate actions to ensure that there’s dialogue between him and IPOB, as what’s good for the goose is also good for the gander.

“Governor Uzodinma should be wary of verdict of history. Whatever decisions taken today in the course of protecting lives and properties should not involve military operations in civil disobedience or self-determination.

“Ndigbo will hold Governor Uzodinma accountable and responsible for any life lost in Imo state under any circumstances. “
